After connecting the charged and the uncharged capacitor electromagnetic oscillations will occur in the circuit consisting of the capacitor and the wires (having a small inductance).
In case of supraconductive wires (with no resistance) the oscillation will go on for a while and will be damped only by the radiation, and the electromagnetic wave will have the energy missing in the circuit.
In reality the resistance of the wires converts the electromagnetic energy into heat.
